The critics say that Allah had supposedly sent warners to every people based on these verses:

Surah Yunus (10:47):
“Every nation had a messenger. Once their messenger came, judgment was passed on them in all fairness, and they were not wronged.”

Surah an-Nahl (16:35–36):
16:35: “The polytheists argue, ‘Had Allah willed, neither we nor our forefathers would have worshipped anything other than Him, nor prohibited anything without His command.’ So did those before them. But are the messengers responsible for anything except delivering the message clearly?”
16:36: “Indeed, We raised a messenger in every nation, saying, ‘Worship Allah and shun false gods.’ But some of them were guided by Allah, while others were destined to stray. So travel throughout the land and see the fate of the deniers!”

Surah Fatir (35:24):
“Indeed, We have sent you ˹O Prophet˺ with the truth as a deliverer of good news and a warner. There was no nation without a warner having lived among them.”

Abraham and Ishmael (May Allah be pleased with them) are specifically claimed to have visited Mecca and built the Kaaba:

Surah al-Baqarah (2:125–129):
2:125: “And ˹remember˺ when We made the Sacred House a centre and a sanctuary for the people ˹saying˺, ‘Take the standing-place of Abraham as a place of prayer.’ And We commanded Abraham and Ishmael: ‘Purify My House for those who circle it, dedicate themselves to it, and bow and prostrate in prayer.’”
2:126: “Then Abraham prayed, ‘My Lord! Make this city ˹of Mecca˺ secure and provide fruits to its people—those among them who believe in Allah and the Last Day.’ Allah answered, ‘As for those who disbelieve, I will let them enjoy themselves for a little while, then I will condemn them to the torment of the Fire. What an evil destination!’”
2:127: “And ˹remember˺ when Abraham raised the foundation of the House with Ishmael, ˹both praying,˺ ‘Our Lord! Accept ˹this˺ from us. You are indeed the All-Hearing, All-Knowing.’”
2:128: “Our Lord! Make us ˹both˺ ˹fully˺ submit to You, and from our descendants a nation that will submit to You. Show us our rituals, and turn to us in grace. You are truly the Accepter of Repentance, Most Merciful.”
2:129: “Our Lord! Raise from among them a messenger who will recite to them Your revelations, teach them the Book and wisdom, and purify them. Indeed, You ˹alone˺ are the Almighty, All-Wise.”

Yet, Muhammad ﷺ supposedly is sent to a people who never had a messenger before:

Surah al-Qasas (28:46):
“You were not on the western side ˹of the mountain˺ when We entrusted the commandments to Moses, nor were you present.”

Surah as-Sajdah (32:3):
“Or do they say, ‘He has fabricated it!’? In fact, it is the truth from your Lord so that you may warn a people to whom no warner has come before you, so perhaps they will be guided.”

Surah Saba (34:44):
“We did not give them any ˹scriptures˺ to study, nor did We send them any warner before you ˹O Prophet˺.”

Surah Ya-Sin (36:2–6):
36:2: “By the wise Quran,”
36:3: “you are truly one of the messengers,”
36:4: “on a straight path,”
36:5: “˹This is˺ a revelation from the Almighty, Most Merciful,”
36:6: “so that you may warn a people whose forefathers were not warned, so they are heedless.”

Response

To answer this contradiction “The people” here refers to Quraysh and the Arabs.

They are the first ones addressed by this religion. None of them had ever had a warner before Muhammad ﷺ.

As for Ibrahim and Ismail, they were both warners at a time when the tribe of Quraysh did not yet exist, nor had the Arab tribes descended from Adnan emerged. As for the Qahtani Arabs, Ibrahim was not sent to them, since Quraysh’s lineage traces back to Adnan, and many generations lie between Adnan and Ismail.

The verse only mentions Quraysh or the Arabs instead of all the other nations the Prophet ﷺ was sent to because the favour upon them is greater, as no prior Sharia had reached them. Their sharia was disordered and untouched by any remnants of a preserved law, so they were in true need of a warner. This also subtly implies their ingratitude for such a great blessing.

Their condition was one of misguidance, ungoverned by a preserved Sharia, which made their need for a warner essential.
